House Committee Funding Requests and Authorizations, 104th-116th Congresses

Pursuant to House Rule X, clause 6, the Committee on House Administration reports an omnibus, biennial “primary expense resolution” to cover the expenses of each standing and select committee, except the Appropriations Committee. The resolution is based, in part, on committee requests for funds to cover their necessary expenses for the two years of a Congress.

This report provides committee funding requests and authorizations as adopted pursuant to primary expense authorizations for House committees in the 104th through 116th Congresses. For further information on the committee funding process, see CRS Report R42778, House Committee Funding: Description of Process and Analysis of Disbursements, by William T. Egar.

Background

Pursuant to House Rule X, clause 6, the Committee on House Administration (CHA) reports an omnibus, biennial "primary expense resolution" to cover the expenses of each standing and select committee, except the Appropriations Committee.1 The resolution is based in part on committee requests for funds to cover their necessary expenses for the two years of a Congress. The budgetary requests include estimated salary needs for staff, costs of consulting services, printing costs, office equipment and supply costs, and travel costs for committee members and staff. Some costs, such as pension and insurance contributions for committee employees, are paid from other appropriated funds, and are excluded from committee budgets.

Some committees discuss and approve their proposed budgets at committee organization meetings. Committee chairs normally introduce House resolutions to provide their committees with the requisite funds for the two years of the Congress. These individual resolutions are then referred to the Committee on House Administration, which may hold a public hearing on the committee's request. The chair and the ranking minority member from each committee may testify at these hearings.2

The chair of CHA then typically introduces an omnibus funding resolution, which, after its referral to the CHA, typically serves as the legislative vehicle for a full committee markup. The measure is then considered by the House.

Table 1 provides the requested and authorized levels of funding for committees for the 116th Congress. Table 2 through Table 13 provide committee funding requests and authorized amounts in nominal dollars for House committees in the 104th-115th Congresses. Table 14 through Table 25 provide inflation-adjusted authorization levels, calculated in constant 2019 dollars, for the 104th through 115th Congresses.3 Additionally, all tables show differences between the total requested and the total authorized funding levels. In each table, committees are referred to according to their names as of the 116th Congress.

Source: Data taken from individual committee funding resolutions introduced in the House for the 112th Congress (2011-2012), H.Res. 147, H.Res. 496. H.Res. 147 was the primary expense resolution. H.Res. 496 (agreed to 2/1/12), however, reduced total amounts authorized and 2nd session amounts authorized. Prior to agreement on H.Res. 496, "Authorization" and "2nd Session" were identical to "Request" and "2nd session" request. Amounts rounded to nearest dollar.

Notes: Committees are listed according to their names in the 116th Congress. In the 112th Congress, the Committee on Education and Labor was known as the Committee on Education and the Workforce; the Committee on Oversight and Reform was known as the Committee on Oversight and Government Reform.
