Summary
The Department of Homeland Security, through the Office for Domestic
Preparedness allocated $2.9 billion for first responders and urban security in FY2004.
State allocations totaled $2.2 billion, while $725 million was allocated to high threat
urban areas. This fact sheet will be updated if congressional or executive branch actions
warrant.
In FY2004, the Office for Domestic Preparedness (ODP), within the Border and
Transportation Security directorate of the Department of Homeland Security, integrated
the State Homeland Security Grant Program (SHSP), the new Law Enforcement
Terrorism Prevention Grant Program (LETPP), and the Citizen Corps Grant Program
(CCP) into a single application process.1 ODP required the governor of each state to
designate a state administrative agency to apply for and administer the funds under these
programs. The state administrative agency is the only eligible applicant for these ODP
grants.2
In FY2004 Congress appropriated to these programs the following:
! State Homeland Security Grant Program — $1.7 billion;
! Law Enforcement Terrorism Prevention Grant Program — $500 million;
and,
! Citizen Corps Grant Program — $40 million.3

FY2004 allocations to these grant programs are determined using a base amount of
0.75% of the total allocation for states (including the District of Columbia and Puerto
Rico), and 0.25% of the total allocation for American Samoa, the Commonwealth of the
Northern Mariana Islands, Guam, and the U.S. Virgin Islands. The remaining balance of
funds is distributed on a population-share bases. Eighty percent of the allocated funds
must be passed through to localities.4
The High Threat Urban Area Grant Program (HTUA) was appropriated $725 million
in FY2004.5 This program is not part of the integrated ODP application process, and
selection of the urban areas is based on a formula that includes critical infrastructure,
population density, and credible threat intelligence information. Eighty percent of the
funds allocated to the states under this program must be awarded to the designated cities
and contiguous counties within the selected urban areas. States may use the remaining
20% for further security enhancements within the designated urban areas.6
Table 1 of this report depicts FY2004 ODP grant state allocations and per capita
amounts associated with these grants.
