Summary
This is a select chronology of, and a finding guide for information on,
congressional and presidential actions and documents related to major budget events
in calendar year 2000, covering the FY2001 budget (October 1, 2000—September
30, 2001). Brief information is provided which identifies the President’s budget
actions, congressional budget resolutions, appropriations measures (regular,
continuing, supplementals, and rescissions), budget reconciliation, House and Senate
votes, publications, testimony, charts, and tables.

The federal budget cycle for fiscal year 2001 began in July 1999 when the Office
of Management and Budget issued Circular No. A11 to the heads of all executive
departments and establishments, giving instructions on preparing FY2001 budget
requests. After review, analysis, and negotiation of these budget requests, the
President’s budget is prepared and submitted to Congress. (See CRS Report 98-721,
Introduction to the Federal Budget Process, for information on the congressional
budget process timetable). Federal agency Internet sites are provided on p. 11 of this

01/26/00 — CBO releases The Budget and Economic Outlook: Fiscal Years 2001-
2010. Total federal revenues exceeded spending by $124 billion in fiscal year 1999,
producing a surplus in the total budget for the second consecutive year. CBO
estimates that without legislative changes, that surplus will rise to $176 billion in
2000. If current policies remain in place, the surplus will continue to increase after
2000; however, the size of that increase depends on the amount of discretionary
spending assumed.
