SUMMARY

House Full Committee Hearings: 107th-117th

Congresses

This report provides data on the number of full committee hearings conducted by the standing committees of the House of Representatives during the 107th-117th Congresses (2001-2022), as indicated by the activity reports that committees are required to file pursuant to House Rule XI, clause 1. The information listed in this report’s tables is from these individual committee activity reports produced during each Congress.

This report does not attempt to provide an assessment of the productivity for individual House standing committees, but rather provides a historical account of the number of full hearings—including legislative, oversight, field, and investigative hearings—conducted by these committees. Also, the report does not include numbers of subcommittee hearings, and in several committees, more hearings took place in subcommittees than in the full committee. In addition, the report does not attempt to verify data provided by individual committees or normalize data across committees.

For additional information concerning the type of information found in committee activity reports and types of congressional hearings, see CRS Report R45104, Guide to Committee Activity Reports: Purpose, Rules, and Contents, by Ida A. Brudnick; and CRS Report 98-317, Types of Committee Hearings, by Valerie Heitshusen.

House Full Committee Hearings: 107th-117th Congresses

Congressional Research Service 1

Introduction and Methodology

The House of Representatives currently has 20 standing committees. This report provides data for the standing committees that conducted full committee hearings during the 107th-117th Congresses (2001-2022).1 This information is presented in a series of tables. Some of these standing committees have changed their names during this period, and when these changes occurred, it is mentioned in the table notes.2

The information listed in this report’s tables is derived from individual committee activity reports produced by the committees during each Congress. These activity reports are cited in the table notes. In cases where multiple committee reports were released during a Congress, hearings from each committee report have been added to produce the total number of hearings that occurred during that Congress.

Legislative, oversight, field, and investigative hearings are included in the total number of hearings for each committee and Congress listed. Multiple-part hearings (e.g., Part I and Part II) are counted separately. Hearings held jointly by multiple House committees are counted as a hearing for each committee involved. Multiple-day hearings are counted as single hearings, unless they were labeled by the committee as “multi-part” hearings.

This report does not attempt to provide an assessment of the productivity for individual House standing committees, but rather provides a historical account of the number of full hearings conducted by these committees based on the information in committee activity reports. Also, the report does not attempt to verify data provided by individual committees or normalize data across committees except as noted above and in the following exclusions.

Other notable exclusions include the following:

• Subcommittee hearings are not counted, and for some committees, more hearings took place in subcommittees than in the full committee.

• Various organizational meetings, briefings, business meetings, markups, or roundtables are not counted.

• This report only attempted to identify and count full committee hearings and does not provide information on whether these hearings were open or closed.3

For additional information on committee activity reports and types of congressional hearings, see CRS Report R45104, Guide to Committee Activity Reports: Purpose, Rules, and Contents, by Ida A. Brudnick; and CRS Report 98-317, Types of Committee Hearings, by Valerie Heitshusen.

1 The House Ethics Committee, House select committees, and joint committees are not included.

2 A complete committee name history can be found on Congress.gov.

3 In three instances, available information on open and closed hearings in the activity reports was deemed to have an unknown but potentially material impact on the count of full committee hearings in this report; those instances are mentioned in the notes sections of the respective committees’ tables.

Source: Congress.gov. Notes: Many responsibilities of the House Committee on Appropriations are carried out through its subcommittees, which in turn report to the full committee. In some instances, the hearing numbers noted in the activity reports for the committee explicitly report hearings that took place within subcommittees, and in other instances, hearings are reported without an explicit full or subcommittee qualifier. CRS review of the latter instances suggests the activity reports appear to be reporting subcommittee hearings. a. “The 13 subcommittees conducted 365 days of hearings, receiving testimony from 4,014 witnesses. In the process, 160 volumes of hearings were generated, comprising 174,748 printed pages.” U.S. Congress, House Committee on Appropriations, Report on Activities of the Committee on Appropriations, 107th Cong., 2nd sess., H.Rept. 107-795 (Washington, DC: GPO, 2003), p. 3.

b. “The 13 subcommittees conducted 313 days of hearings, receiving testimony from 3,063 witnesses. In the process, 161 volumes of hearings were generated, comprising 156,503 printed pages.” U.S. Congress, House Committee on Appropriations, Report of Committee on Activities, 108th Cong., 2nd sess., H.Rept. 108-801 (Washington, DC: GPO, 2005), p. 3.

c. “The 10 subcommittees conducted 304 hearings, receiving testimony from 2,463 witnesses. In the process, 165 volumes of hearings were generated, comprising 155,056 printed pages.” U.S. Congress, House Committee on Appropriations, Report of Committee Activities, 109th Cong., 2nd sess., H.Rept. 109-734 (Washington, DC: GPO, 2006), p. 3.

d. “The 12 subcommittees conducted a total of 402 hearings, took testimony from 3,076 witnesses and published 184 volumes of hearing totaling 165,868 printed pages.” U.S. Congress, House Committee on Appropriations, Report of Committee Activities, 110th Cong., 2nd sess., H.Rept. 110-932 (Washington, DC: GPO, 2009), p. 13.

e. “The 12 subcommittees conducted a total of 332 hearings, took testimony from 2,481 witnesses and published 160 volumes of hearings totaling 139,278 printed pages.” U.S. Congress, House Committee on Appropriations, Report of Committee Activities, 111th Cong., 2nd sess., H.Rept. 111-700 (Washington, DC: GPO, 2011), p. 9.

f. According to the activity report, 108 hearings took place during the 112th Congress (2011-2012), and it appears that these hearings were conducted by subcommittees. h. According to the activity report, 191 hearings took place during the 114th Congress (2015-2016), and it appears that these hearings were conducted by subcommittees. Source: Congress.gov. Notes: The numbers of hearings for the House Committee on Armed Services are based on a count of published hearings listed in the activity reports. CRS relied on counting published hearings because during the 108th-117th Congresses (2003-2022), the activity reports provide summary numbers under a category called “meetings,” which is more inclusive (e.g., includes markups) than the hearing category used in this report (see “Introduction and Methodology” section above for more on inclusions and exclusions). Also, closed hearings held by the full committee may have been excluded from the committee activity reports and so would not have been included in the committee’s hearing totals in this report. a. Source: Congress.gov. Notes: During the 107th-109th Congresses (2001-2006), the committee was named Committee on International Relations. It has been named Committee on Foreign Affairs since the 110th Congress (2007-2008). The numbers of hearings during the 107th-113th Congresses (2001-2014) are based on a CRS review of “listed meetings” from the activity reports. CRS relied on a review of these listed meetings to identify hearings, because the activity reports provide summary numbers for hearings under a category called “hearings and markups,” which is more inclusive (i.e., includes markups) than the hearing category used in this report (see “Introduction and Methodology” section above for more on inclusions and exclusions). Also, closed hearings held by the full committee may have been excluded from the committee activity reports and so would not have been included in the committee’s hearing totals in this report. a.
