FY2027 Proposed Military Construction Appropriations: A Summary

FY2027 Proposed Military Construction Appropriations: A Summary
November 6, 2026 (IN12755)

The Department of Defense (DOD) operates military construction and family housing programs that fund infrastructure to support military operations and servicemembers around the world. (DOD is "using a secondary Department of War designation" under Executive Order 14347 dated September 5, 2025.) The Trump Administration's FY2027 budget submission to Congress requested $28.566 billion in discretionary funding for DOD's military construction (MILCON) and family housing programs. That is about 45% more than the $19.737 billion provided in the FY2026 Military Construction, Veterans Affairs, and Related Agencies Act (MILCON-VA, P.L. 119-37). The Administration's FY2027 request also included an additional $2.685 billion in mandatory funding for MILCON and family housing.

The House Appropriations Committee (HAC) on April 23, 2026, reported a draft of a MILCON-VA bill for FY2027, H.R. 8469, and issued H.Rept. 119-622, which provided additional information regarding committee funding priorities. When the HAC considered the MILCON-VA bill on April 21, it rejected a proposed amendment that would have prohibited the use of MILCON-VA funds for the Administration's proposed triumphal arch near Arlington National Cemetery. The House passed an amended version of H.R. 8469 on May 15. The House-passed bill would provide DOD with $19.200 billion for MILCON and family housing programs, about 33% less than the Trump Administration requested for discretionary funding (Table 1). The bill included $665 million for several administrative provisions that included:

  • $500 million for projects on unfunded priorities lists (Section 124),
  • an additional $15 million for design for military installation resilience (Section 127),
  • an additional $45 million for design for child development centers (Section 128),
  • an additional $45 million for design for barracks (Section 129), and
  • an additional $60 million for unspecified minor construction for demolition (Section 130).

Continuing Appropriations and Extensions Act, 2027

Congress had not passed any regular appropriations bills for FY2027 when the fiscal year started on October 1, 2026. Congress passed—and on September 2, 2026, the President signed into law—the Continuing Appropriations and Extensions Act, 2027 (H.R. 6500; P.L. 119-103). Division A of the act—the Continuing Appropriations Act, 2027, often called a continuing resolution—provided continuing appropriations for Military Construction and Family Housing programs to continue operations through December 11, 2026, at a rate for operations based largely on the funding amounts, authorities, and conditions provided for in the Military Construction, Veterans Affairs, and Related Agencies Appropriations Act, 2026 (Division D of P.L. 119-37).

Section 146 within Division A of the Continuing Appropriations Act, 2027, provides "new start" authority for DOD to carry out construction for housing at the Medical Education Training Complex at Joint Base San Antonio in Texas. The multiyear project includes five dormitory facilities with capacity to house 6,000 joint force combat medic students. In the FY2027 budget request, DOD requested authorization for $918 million and appropriations for $303 million to support the project.
