In the Senate, a biennial funding process applies to all Senate committees except
Specialist on the Congress
Appropriations and Ethics, which have permanent authorizations for their staff and
operating expenses. The Senate Committee on Rules and Administration has jurisdiction over committee funding resolutions and issues regulations governing committee funding
and staff.
On February 15, 2023, the Senate adopted by unanimous consent S.Res. 59, authorizing expenditures by Senate committees.
The authorizing resolution allocates expenditures for three periods:
• March 1, 2023, through September 30, 2023; • October 1, 2023, through September 30, 2024; and • October 1, 2024, through February 28, 2025.
This report, which provides committee funding requests and authorizations for Senate committees in the 106th through 118th Congresses, will be updated as warranted.

Summary
In the Senate, a biennial funding process applies to all Senate committees except Appropriations and Ethics, which have permanent authorizations for their staff and operating expenses. The Senate Committee on Rules and Administration has jurisdiction over committee funding resolutions and issues regulations governing committee funding and staff.
On February 27, 2025, the Senate adopted by unanimous consent S.Res. 94 (119th Congress), authorizing expenditures by Senate committees.
The authorizing resolution allocates expenditures for three periods:
- March 1, 2025, through September 30, 2025;
- October 1, 2025, through September 30, 2026; and
- October 1, 2026, through February 28, 2027.
This report, which provides committee funding requests and authorizations for Senate committees in the 106th through 119th Congresses, will be updated as warranted.

Specifically, Senate Rule XXVI, paragraph 9(a) provides for each committee to annually report a funding resolution authorizing the committee to make expenditures during the period from March 1 of the current year through the last day of February in the following year. Rule XXVI, paragraph 9(b) provides for a process that may be employed in lieu of the process outlined in paragraph 9(a); specifically, it permits the Committee on Rules and Administration to direct each committee to report an authorization resolution covering a two-year period; and for the Committee on Rules and Administration to report an authorization resolution providing for the expenditures of multiple committees over either a one- or two-year period. The omnibus biennial resolution process dates to 1988 (S.Res. 479, 100th Cong.; S.Rept. 100-541).
