operating expenses. The Senate Committee on Rules and Administration has jurisdiction over committee funding resolutions and issues regulations governing committee funding
and staff.
On February 24, 2021, the Senate adopted by unanimous consent S.Res. 70, authorizing expenditures by Senate committees.
The authorizing resolution al ocates expenditures for three periods:
March 1, 2021, through September 30, 2021; October 1, 2021, through September 30, 2022; and October 1, 2022, through February 28, 2023.
This report, which provides committee funding requests and authorizations for Senate committees in the 106th through 117th Congresses, wil be updated as warranted.

Background Committee funding and staffing is addressed in Senate Rules XXVI and XXVII and statute. Authorization of funding for Senate committees (except the Committee on Appropriations1 and
Select Committee on Ethics2), in particular, is governed by Senate Rule XXVI, paragraph 9.3
In general, during the first few months of a new Congress, each Senate committee (except Appropriations and Ethics) typical y reports a resolution (an “S.Res.”) providing for its expenses. Since the 106th Congress, committee funding resolutions have divided funds among three calendar periods to align more closely with the fiscal year appropriations cycle.4 For the 117th
Congress, these periods are
March 1, 2021, through September 30, 2021 (7 months); October 1, 2021, through September 30, 2022 (12 months); and October 1, 2022, through February 28, 2023 (5 months).
The resolutions also general y specify limits for expenses related to consultants and training for each covered period, address requirements for vouchers, and authorize the payment of agency
contributions.5
The individual funding resolutions are then incorporated by the Committee on Rules and Administration into a single, omnibus committee funding resolution. The resolution provides an aggregate authorization for al committees (except Appropriations and Ethics) and then separate
sections for each committee.
On February 24, 2021Administration has jurisdiction over committee funding resolutions and issues regulations governing committee funding and staff.
On February 27, 2019, the Senate adopted by unanimous consent S.Res. 70, authorizing
expenditures by Senate committees.
While funds are authorized and al ocated to these committees through the adoption of the resolution, the appropriation for committee funding is contained in the annual legislative branch
appropriations acts (in the Senate’s Contingent Expenses, Inquiries and Investigations account).
Table 1 through Table 12 provide the requested and the authorized funding level for committees for the 106th through 117th Congress, in reverse chronological order. Additional y, al tables show
any difference between the total requested and the total authorized funding level.

The Senate biennial committee funding process applies to all Senate committees except Appropriations1 and Ethics,2 which have permanent authorizations for their staff and operating expenses. The Senate Committee on Rules and Administration has jurisdiction over committee funding resolutions and issues regulations governing committee funding and staff. Committee funding and staff are also regulated by Senate rules, especially Rule XXVI, clause 9, and Rule XXVII, as well as by statute. The funds authorized and allocated by resolution are appropriated in legislative branch appropriations acts.
Authorization of funding for Senate committees (except the Committee on Appropriations and Select Committee on Ethics) is governed by Senate Rule XXVI, paragraph 9.3 In recent practice, during the first few months of a new Congress, each Senate committee (except Appropriations and Ethics) typically reports a two-year funding resolution providing for their expenses. These resolutions are then incorporated by the Committee on Rules and Administration into a single, omnibus committee funding resolution. Since the 106th Congress, committee funding resolutions have divided funds among three calendar periods—from March 1 to September 30 of the first year of a Congress, from October 1 to September 30 of the following year, and from October 1 to end of the following February—to align with the fiscal calendar. This permits the Senate to identify the amounts authorized for each fiscal year and the subsequent appropriations required.
On February 27, 2019, the Senate adopted by unanimous consent S.Res. 70, authorizing expenditures by Senate committees for the period March 1, 2019, through September 30, 2019, the period October 1, 2019, through September 30, 2020, and for the period October 1, 2020, through February 28, 2021.
Table 1 provides the requested and the authorized levels of funding for committees for the 116th Congress. Table 2 through Table 11 provide committee funding requests and authorizations for Senate committees in the 106th through 115th Congresses. Table 12 through Table 21 provide inflation-adjusted requests and authorization levels for the 106th through 115th Congresses, calculated in constant 2019 dollars.4 Additionally, all tables show differences between the total requested and the total authorized funding levels.

Specifically, Senate rule XXVI, paragraph 9(a) provides for each committee to annually report a funding resolution authorizing the committee to make expenditures during the period from March 1 of the current year through the last day of February in the following year. Rule XXVI, paragraph 9(b) provides for a process that may be employed in lieu of the process outlined in paragraph 9(a); specifically, it permits the Committee on Rules and Administration to direct each committee to report an authorization resolution covering a two-year period; and for the Committee on Rules and Administration to report an authorization resolution providing for the expenditures of multiple committees over either a one- or two-year period. |
