FY2024 Military Construction Appropriations:
A Summary

On March 9, 2023, the Biden Administration submitted the FY2024 President’s Budget Request (PBR)
seeking $16.675 billion for U.S. Department of Defense (DOD) military construction (MILCON) and
family housing programs. The request was $2.325 billion (12%) less than the $19.000 billion provided for
such programs in the Military Construction, Veterans Affairs and Related Agencies Appropriations Act,
2023 (Division J of P.L. 117-328). The House-passed version of the legislation for FY2024 (H.R. 4366)
would appropriate $799 million (4.8%) more than the requested amount. The Senate Appropriations
Committee-reported version of the legislation (S. 2127) recommends $2.395 billion (14.4%) more than
the requested amount.

President’s Budget Request
The FY2024 request seeks funding for numerous large military infrastructure projects, in terms of dollar
value (see Table 2).

H.R. 4366 and Selected Funding Provisions
On June 27, 2023, the House Appropriations Committee reported a Military Construction, Veterans
Affairs, and Related Agencies Appropriations Act, 2024 (H.R. 4366), and its accompanying report,
H.Rept. 118-122. On July 27, the House passed the measure, 219-211.The House-passed bill would
provide $17.474 billion for DOD MILCON programs, $799 million (4.8%) more than the requested
amount.

H.R. 4366 would revise funding levels for certain MILCON projects requested in the PBR (see Table 3).
The legislation would also add funding for certain projects that were not requested, including Section 124,
which would provide $1.4 billion in funding for items that the services included on unfunded priorities
lists.
Section 129 would provide $252 million for the Air Force to support expenses incurred by natural
disasters. Section 131 would add $195 million for planning and design for barracks replacement projects.
The House-passed measure (H.R. 4366) also included 24 Community Project Funding items requested by
some Members that would add $295 million.

S. 2127 and Selected Funding Provisions
On June 22, 2023, the Senate Appropriations Committee reported a Military Construction, Veterans
Affairs, and Related Agencies Appropriations bill, S. 2127, and its accompanying report, S.Rept. 118-43.
The committee-reported bill recommends $19.070 billion for MILCON programs, $2.4 billion (14.4%)
more than the requested amount.
S. 2127 recommends revised funding levels for certain MILCON projects requested in the PBR (see
Table 4). The legislation would also add funding for certain projects that were not requested. Section 129
recommends $150 million to the Air Force for construction related to costs incurred by natural disasters.
Section 130 recommends an additional $45 million for planning and design of Child Development Center
projects. Section 131 recommends $83 million for the Air National Guard construction accounts to fund
projects at future foreign military training sites. The Senate bill contains 125 projects listed as
Congressionally Directed Spending items that total $1.3 billion.
