Senior Research Librarian
permanent legislative panels. Pursuant to this legislative authority, standing committees consider

bills and resolutions and recommend measures for consideration by the full chamber. The

represents the minority.
This report lists House standing committees’ chairs and ranking members from the 104th Congress (1995-1996) to the 117th
Congress (2021-2022). These House committees include Agriculture; Appropriations; Armed Services; Budget; Education
and Labor; Energy and Commerce; Ethics; Financial Services; Foreign Affairs; Homeland Security; House Administration;
Judiciary; Natural Resources; Oversight and Reform; Rules; Science, Space, and Technology; Small Business;
Transportation and Infrastructure; Veterans’ Affairs; Ways and Means; and Permanent Select Committee on Intelligence.
This report also includes an appendix listing relevant House resolutions assigning chairs and ranking members to committees,
and it notes committee leadership changes that occurred within a Congress.
