Objections to the agreement by\nother banana exporting countries, such as Ecuador and Caribbean banana exporters, have been\nwithdrawn. The U.S.-EU banana agreement provides for a transition to a tariff-only system of\nimports in 2006. In the meantime, the EU will establish quotas and a licensing system based on\nhistorical trade shares that should increase the prospects for Latin American banana imports in the\nEU market, especially bananas marketed by U.S. firms like Chiquita Brands International. In\nNovember 2001, the WTO granted waivers of WTO rules allowing the EU to continue preferential\ntreatment for banana exports of developing countries that are former EU member country colonies. \nThese waivers paved the way for full implementation of the agreement by January 2002. Trade policy\nofficials on both sides of the Atlantic expressed hopes that the banana agreement would contribute\nto a climate for resolving other thorny trade disputes and for bilateral and multilateral cooperation. \nMembers and committees of the 107th Congress will be monitoring implementation of the agreement\nand its effects on U.S-EU trade relations.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RS20130", "sha1": "aa7759973b9b0710d11ebdf7c3ae3ba553c08891", "filename": "files/20011211_RS20130_aa7759973b9b0710d11ebdf7c3ae3ba553c08891.pdf", "images": null }, { "format": "HTML", "filename": "files/20011211_RS20130_aa7759973b9b0710d11ebdf7c3ae3ba553c08891.html" } ], "topics": [] } ], "topics": [ "Agricultural Policy" ] }
