Although both have the goal of improving education \u2014 IDEA for\r\nchildren with disabilities and NCLBA for all children \u2014 the two statutes take\r\ndifferent approaches. IDEA focuses on the individual child, with an emphasis on\r\ndeveloping an individualized education program (IEP) and specific services for\r\nchildren with disabilities, while NCLBA takes a more global view, with an emphasis\r\non closing gaps in achievement test scores and raising the aggregate scores of all\r\ndemographic groups of pupils to specific levels. The relationship of IDEA and NCLBA has become of increasing significance\r\nbecause of this recent reauthorization of IDEA and guidance and regulations from the\r\nU.S. Department of Education (ED) on NCLBA issues related to the education of\r\nchildren with disabilities. This report will provide a brief overview of IDEA and\r\nNCLBA, a discussion of the intersection of selected provisions of IDEA and\r\nNCLBA, and a discussion of ED regulations and guidance regarding IDEA and\r\nNCLBA.
