The primary responsibility of the\nLSC is to manage and oversee the congressionally-appropriated federal funds that it distributes in\nthe form of grants to local legal services providers that in turn provide civil legal assistance to\nlow-income clients in the United States, the District of Columbia, and five U.S. territories.\n Since April 1996 (pursuant to P.L. 104-134 ), LSC grantees (i.e., local legal services\nagencies/providers) have been selected on a competitive basis. In FY2004, the LSC distributed\n$316.6 million of its $335.3 million appropriation in the form of grants to 143 local legal services\nprograms; remaining funds were allocated for management and administration ($13.2 million);\ninformation technology ($2.9 million); and the Office of the Inspector General ($2.6 million).\n LSC funding accounts for about half of all funding in the U.S. for civil legal services for the\npoor. In 2004, there were approximately 43 million persons who were potentially eligible for\nLSC-funded services (using the 125% of poverty definition). According to several surveys, about\n80% of persons eligible do not have access to civil legal services funded by the LSC when they need\nthem (based on geographic boundaries, service areas, funding, local priorities, etc.).
