This is a serious present concern\nthat deserves examination in the broader framework provided by the patterns, motivations and\nhistorical context for the current terrorist threat. Although it can have a powerful psychological\nimpact, past CBW use by terrorists has been rare and has not caused a large number of casualties,\nespecially compared to other weapons. Terrorist attacks are deliberately designed to surprise, so no\ntrend analysis will ever perfectly predict them, especially in the contemporary international climate. \nThis report presents the arguments for and against future nonstate terrorist acquisition and/or use of\nCBW weapons against the United States, as well as a brief discussion of issues for congress\nconcerning how best to counter the threat. It will not be updated.", "type": "CRS Report", "typeId": "REPORTS", "active": false, "formats": [ { "format": "HTML", "encoding": "utf-8", "url": "http://www.crs.gov/Reports/RL31831", "sha1": "1bbcd2da6e8c3c57a8cb05614e81b5e79b2cbbba", "filename": "files/20030328_RL31831_1bbcd2da6e8c3c57a8cb05614e81b5e79b2cbbba.html", "images": null }, { "format": "PDF", "encoding": null, "url": "http://www.crs.gov/Reports/pdf/RL31831", "sha1": "fc55c0421a07246b63b364620f05fcfbb03d4b2d", "filename": "files/20030328_RL31831_fc55c0421a07246b63b364620f05fcfbb03d4b2d.pdf", "images": null } ], "topics": [] }, { "source": "Federation of American Scientists", "sourceLink": "https://sgp.fas.org/crs/", "id": "RL31831_FAS", "date": "2003-03-23", "retrieved": "2016-10-20T23:29:16", "title": "Terrorist Motivations for Chemical and Biological Weapons Use: Placing the Threat in Context", "summary": null, "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20030323_RL31831_907ff1cade5f5a85c4450d0c3325705167b6cf01.pdf" }, { "format": "HTML", "filename": "files/20030323_RL31831_907ff1cade5f5a85c4450d0c3325705167b6cf01.html" } ], "topics": [] } ], "topics": [ "Foreign Affairs", "Intelligence and National Security", "National Defense" ] }
