      "summary": "The Intercountry Adoption Act of 2000 ( P.L. 106-279 , Oct. 6, 2000, 114 Stat. 825, \"Act\")\nprovides\nthe domestic legislation to enable the United States to implement the provisions of the Hague\nConvention on Protection of Children and Co-operation in Respect of Intercountry Adoption\n(\"Convention\"). At the same time that Congress passed the implementing legislation, the Senate was\nreviewing the Convention. Although the Senate approved the ratification of the Convention, the\nConvention has not been formally ratified and has not entered into force in the United States. The\nDepartment of State (\"DOS\") has not given a definite date for the completion of its duties pursuant\nto the Act and the Convention, but the DOS has stated that the \"Convention is expected to enter into\nforce for the United States in 2007.\" This report analyzes and summarizes the provisions of the Act. \nIt also examines related issues such as children emigrating from the United States, immigration law\namendments, and other issues.",
