The HIPAA directed\nthe Secretary, in the absence of legislation governing standards with respect to the privacy of\nindividually identifiable health information, to promulgate final regulations containing such\nstandards by February 21, 2000. Although Congress considered several proposals to protect health\ninformation, Congress did not enact legislation governing standards with respect to the privacy of\nindividually identifiable health information by the August 1999 deadline imposed by HIPAA. The\ncomment period on the proposed rule closed on February 17, 2000, with HHS receiving more than\n40,000 comments on the proposed rule.
