The United States became a signatory to the Convention on March 31, 1994. In order\nto implement the provisions of the Convention, each signatory nation must enact domestic legislation\nto fulfill the treaty requirements. At the present time, several different versions of the implementing\nlegislation are being considered: H.R. 2909 , the \"Intercountry Adoption Act of 1999;\"\n S. 682 , the \"Intercountry Adoption Convention Implementation Act of 1999;\" and the\ncompanion bill to S. 682, H.R. 2342 . In addition, a draft bill entitled\n\"Intercountry Adoption Act\" which is known as the \"Administration bill\" was prepared by the State\nDepartment and transmitted to the President in June 1998. It has not been introduced.
