These funds are implemented by relatively small programs within the Fish and Wildlife Service, yet generate significant constituent interest, chiefly concerning their funding levels. This report describes the funds and summarizes recent and proposed appropriations levels. The MSCF is sub-divided into several smaller funds that address certain species. In particular, the MSCF provides funding in the form of technical and cost-sharing grants to range countries for the conservation of African and Asian elephants; rhinoceroses; tigers; great apes (gorillas, chimpanzees, bonobos, orangutans, and the various species of gibbons); tortoises; freshwater turtles; and marine turtles. The total funding for MSCF was approximately $11.1 million annually from FY2016 to FY2019. The Administration requested $6.0 million for FY2020. The NMBCF has been consistently funded at $3.9 million annually from FY2016 to FY2019, with $3.9 million requested by the Administration for FY2020.
