This NSPM augments an earlier articulation from the Trump Administration regarding the management of national security matters, as expressed in NSPM-2, which was issued on January 28, 2017. \nThis report offers a brief historical overview of the formation of the National Security Council (NSC), clarifies the terms and structures associated with it, and provides an overview of what changed with the issuance of NSPM-4 on April 4, 2017. In addition, it compares NSC structures for each President going back to the George H.W. Bush Administration.",
