The program\u2019s annual funding has more than tripled, from $1.3 billion to $5.5 billion between FY2002 and FY2019, which has, in turn, increased the number of centers operating, the number of patients they see, and the volume and type of services available. \nThe program\u2019s funding increase occurred partially because of the Community Health Center Fund (CHCF), a mandatory multibillion dollar fund established in the Patient Protection and Affordable Care Act (ACA, P.L. 111-148, as amended). This fund is available between FY2011 and FY2019; although it was intended to increase health center appropriations; the fund has partially replaced the program\u2019s annual discretionary appropriations. \nCHCF funds have been used to support a number of Health Center Program activities, including funding new health centers, increasing services provided at existing health centers, and implementing care coordination initiatives. The CHCF has also been used to fund emergent needs, including funding health centers in Zika-affected areas and providing supplemental funding for opioid treatment at health centers. The CHCF represents more than 72% of the Health Center Program\u2019s FY2019 funding. Since its inception, the CHCF has been extended twice; first, it was extended for FY2016 and FY2017 in the Medicare Access and CHIP Reauthorization Act of 2015 (MACRA, P.L. 114-10), which provided $3.6 billion for FY2016 and FY2017. The second extension was in the Bipartisan Budget Act of 2018 (BBA 2018, P.L. 115-123), which provided $3.8 billion for FY2018 and $4.0 billion for FY2019 for the CHCF. Under current law, no new funding is provided for FY2020 or subsequent years. Legislation has been introduced in the 116th Congress that would extend the CHCF for five years (H.R. 1943, H.R. 1983, H.R. 2328, S. 106, S. 192, and S. 962).\nThis report provides information on the CHCF.
