      "summary": "Two Intelligence Authorization Acts (IAAs) were passed in 2014. The IAA for Fiscal Year (FY) 2014 (P.L. 113-126) was passed in July and an IAA for FY2015 (P.L. 113-293) was passed in December. This report examines selected provisions in the legislation and provides an intelligence community framework in the Appendix.\nSummary of Selected Legislative Provisions \n\nTitle\nIAA FY2014 (P.L. 113-126)IAA FY2015 (P.L. 113-293)\nI. Intelligence ActivitiesSection104 supports the Intelligence Advanced Research Projects Activity.\n\n\nIII. General Matters\nSection 305 codifies provisions already in E.O. 12333 and gives responsibility for designating functional managers (the directors of CIA, NGA, NSA, and DIA) to the DNI. \nSection 309 directs the heads of the DNI, CIA, DIA, NSA, NRO, and NGA to undergo full financial audits beginning with FY2014 financial statements. \nSection 314 directs the DNI to merge the Foreign Counterintelligence Program into the General Defense Intelligence Program. \nSection 321 requires that the Attorney General provide the congressional intelligence committees a listing of every opinion of the Office of Legal Counsel that has been provided to an element of the IC, whether classified or unclassified. \nSection 303 requires a National Intelligence Strategy.\nSection 309 concerns retention of data on U.S. persons acquired incidentally to an investigation of foreign persons.\nSection 310 permits individuals to appeal an adverse security clearance action that may be a reprisal for a protected whistleblower disclosure.\nSection 324 requires a report on DHS\u2019s Homeland Security Intelligence Program and National Intelligence Program.\nSection 327 directs the DNI to provide information about the number of contractors and their functions for each element of the IC as part of the annual authorization process. \nSection 330 requires a counterterrorism strategy to disrupt, dismantle, and defeat al-Qaeda and its affiliated or associated groups.\nSeveral sections concern intelligence-related relationships with Ukraine, the Russian Federation, and North Korea.\n\nIV. Matters Relating to Elements of the Intelligence Community\nFour key individuals, the Directors of NSA and NRO and the Inspectors General of each agency, now require presidential appointments. \n\n\nV. Security Clearance Reform\nSection 501 requires continuous monitoring in association with access to classified information.\nSection 504 requires the DNI to report to Congress each year, through 2017, on the reciprocal treatment of security clearances.\n\n\nVI. Intelligence Community Whistleblower Protections\nSection 601 creates a new Section 2303A of Title 5 of the United States Code, modeled on protections for FBI employees.\n\n\nCommittee Report Language\nContractor Responsibility Watch List\nFIX-ITT (Financial Exchange and Intelligence Integration)",
