Under the terms of the Federal Employees' Pay Comparability Act of 1990 (P.L. 101-509), pay for civilian federal employees is adjusted each year to keep the salaries of federal workers competitive with comparable occupations in the private sector. These annual adjustments in federal employee pay-which are distinct from any pay raises associated with within-grade step increases or promotions to a higher pay grade-are based on changes in the cash compensation paid to workers in the private sector, as measured by the ECI. Under certain circumstances, the President may limit the annual increase in federal pay by executive order.", "type": "CRS Report", "typeId": "REPORT", "active": false, "formats": [ { "format": "PDF", "filename": "files/20101207_94-971_852fabdb6382c763189771684d93132f30463e00.pdf" }, { "format": "HTML", "filename": "files/20101207_94-971_852fabdb6382c763189771684d93132f30463e00.html" } ], "topics": [ { "source": "LIV", "id": "Government employees", "name": "Government employees" }, { "source": "LIV", "id": "Labor", "name": "Labor" }, { "source": "LIV", "id": "Pay equity", "name": "Pay equity" }, { "source": "LIV", "id": "Pensions", "name": "Pensions" }, { "source": "LIV", "id": "Cost of living adjustments", "name": "Cost of living adjustments" }, { "source": "LIV", "id": "Social security", "name": "Social security" }, { "source": "LIV", "id": "Civil service pensions", "name": "Civil service pensions" } ] }, { "source": "University of North Texas Libraries Government Documents Department", "sourceLink": "https://digital.library.unt.edu/ark:/67531/metadc29484/", "id": "94-971_2010Jan20", "date": "2010-01-20", "retrieved": "2010-12-04T14:26:25", "title": "Federal Employees: Pay and Pension Increases Since 1969", "summary": "Under the terms of the Federal Employees' Pay Comparability Act of 1990 (P.L. 101-509), pay for civilian federal employees is adjusted each year to keep the salaries of federal workers competitive with comparable occupations in the private sector.
