Introduction

The Social Security Administration (SSA) is an independent agency in the executive branch headed by the commissioner of Social Security. It is responsible for administering Social Security and Supplemental Security Income, which are the nation's primary income support programs for older adults and individuals with disabilities. SSA is also responsible for supporting the administration of a number of non-SSA programs and activities, such as portions of Medicare. In FY2025, SSA employed about 52,000 federal workers and funded about 13,700 state disability determination services (DDS) employees to carry out its programs and other administrative responsibilities.1 The agency operates about 1,500 offices across the country and around the world. SSA is headquartered in Woodlawn, MD, outside of Baltimore.

This report provides data on SSA's recent and historical staffing levels (including state DDS staffing levels) by state or area. The recent and historical periods used in this report are based, in part, on the public availability of data for each metric. For data on SSA's recent and historical staffing levels nationally, see CRS Report R48725, Social Security Administration (SSA) Staffing Levels: Data Brief. For additional data on SSA's staffing levels, see the Office of Personnel Management's (OPM's) Federal Workforce Data site at https://data.opm.gov/.

Recent and Historical Staffing Levels by State or Area

Table 1 shows SSA total staff on duty at the end of the month, by state or area, for January 2025-February 2026. The data reflect SSA employees at the end of the applicable month and are grouped by the state or area in which each employee's official duty station is located (as defined by OPM). In some cases, the employee's duty station is redacted or unspecified.

Table 2 shows SSA total staff on duty at the end of the fiscal year, by state or area, for FY2016-FY2026. The data for FY2016-FY2025 reflect staffing levels at the end of September. The data for FY2026 reflect staffing levels at the end of February.

Table 3 shows historical SSA total staff on duty at the end of the fiscal year, by state or area, for FY1975-FY2025 in five-year increments. The federal fiscal year ends in June for FY1975 and in September for FY1980-FY2025.

Table 4 shows state DDS total staff on duty at the end of the fiscal year, by state or area, for FY2010-FY2023. (Data for FY2024 and FY2025 were not available.) State DDSs are state agencies that conduct disability determinations and reviews on behalf of, and under agreements with, SSA. State DDS personnel are state employees, and their salaries and related activities are fully funded by SSA, subject to certain conditions.
