Summary

In the Senate, a biennial funding process applies to all Senate committees except Appropriations and Ethics, which have permanent authorizations for their staff and operating expenses. The Senate Committee on Rules and Administration has jurisdiction over committee funding resolutions and issues regulations governing committee funding and staff.

On February 27, 2025, the Senate adopted by unanimous consent S.Res. 94 (119th Congress), authorizing expenditures by Senate committees.

The authorizing resolution allocates expenditures for three periods:

  • March 1, 2025, through September 30, 2025;
  • October 1, 2025, through September 30, 2026; and
  • October 1, 2026, through February 28, 2027.

This report, which provides committee funding requests and authorizations for Senate committees in the 106th through 119th Congresses, will be updated as warranted.


Background

Committee funding and staffing is addressed in Senate Rules XXVI and XXVII, statute, and negotiations among Senate leadership. Authorization of funding for Senate committees (except the Committee on Appropriations1 and Select Committee on Ethics2), in particular, is governed by Senate Rule XXVI, paragraph 9.3

In general, during the first few months of a new Congress, each Senate committee (except Appropriations and Ethics) typically reports a resolution (an "S.Res.") providing for its expenses.4

The resolutions also generally specify limits for expenses related to consultants and training for each covered period, address requirements for vouchers, and authorize the payment of agency contributions.5

The individual funding resolutions are then incorporated by the Senate Committee on Rules and Administration into a single, omnibus committee funding resolution. The resolution provides an aggregate authorization for all committees (except Appropriations and Ethics) and then separate sections for each committee.

While funds are authorized and allocated to these committees through the adoption of the resolution, the appropriation for committee funding is contained in the annual legislative branch appropriations acts (in the Senate's Contingent Expenses, Inquiries and Investigations account).

Committee expenditures made pursuant to these funds are published in the semiannual Report of the Secretary of the Senate.6

Funding Resolution: Periods of Authorization and Most Recent Actions

Since the 106th Congress, committee funding resolutions have divided funds among three calendar periods to align more closely with the fiscal year appropriations cycle.7 For the 119th Congress, as seen in Figure 1, these periods are

  • March 1, 2025, through September 30, 2025 (7 months);
  • October 1, 2025, through September 30, 2026 (12 months); and
  • October 1, 2026, through February 28, 2027 (5 months).

On February 25, 2025, Senator McConnell, chair of the Senate Committee on Rules and Administration, reported an original committee funding resolution.8 The Senate adopted by unanimous consent S.Res. 94, authorizing expenditures by Senate committees, on February 27, 2025.

Division of Funds Between Majority and Minority

The division of committee funds between the majority and minority is governed by Senate Rules and colloquies on the Senate floor between the majority and minority leaders and a Joint Leadership Letter inserted into the Congressional Record.

Senate Rule XXVII states that each committee's staff "should reflect the relative number of majority and minority members of committees," that the "minority shall receive fair consideration in the appointment of staff," and that there shall be "equitable treatment with respect to the fixing of salary rates, the assignment of facilities, and the accessibility of committee records."9 In addition, a majority of the minority party members of a committee may request at least one-third of the personnel funds for hiring minority staff (after excluding funds for staff that perform administrative and clerical functions).

The colloquies have been used since the 108th Congress.10 Beginning in the 112th Congress, the majority and minority leaders agreed to a new, standardized approach to the distribution of committee funding, which they also agreed should be adopted by future Congresses.

The 2011 agreement from the joint leadership was discussed in the Senate Committee on Rules and Administration report (S.Rept. 112-9) to accompany the committee funding resolution (S.Res. 81, 112th Congress):11

During the 1990s, pursuant to Rule XXVII, most committees allocated their funding two-thirds for the majority and one-third for the minority. During the past decade, starting with the 107th Congress, biennial negotiations over the allocation ratios for committee funding produced Leadership guidance, which the Rules Committee used to develop committee budget guidelines. The 109th Congress Leadership colloquy of January 6, 2005 set a minimum for the minority of 40 percent of personnel funds after allocations for non-designated administrative and clerical staff. The minority leader stated in the colloquy that he hoped never in the future would it be any lower, no matter which party is in control of the Senate.

In the 112th Congress, on February 3, 2011, the Leadership agreed on a new funding approach to be used in the 112th and their intention that it be used in future Congresses in place of biennial negotiations. That funding approach is based on the party division of the Senate, but recognizes the majority's need for resources commensurate with its responsibilities in administering the committee. The Leadership agreed that 10 percent of the total majority and minority baseline salary amount, after allocations for non-designated administrative and clerical staff, would be set aside for the majority. The remaining 90 percent would be divided according to the party division of the Senate. For the 112th Congress, the party division for funding purposes is 53 to 47. Committee office space follows the same approach, with 10 percent of the total space set aside for the majority, and the remaining 90 percent divided according to the party division of the Senate. The Leadership colloquy further specified that regardless of the party division of the Senate, however, the minority share would never be less than 40 percent, and the majority would never exceed 60 percent including the 10 percent set aside for the majority. This approach provides greater stability to committees when Senate party ratios alter or the Senate majority changes from one party to another.

On February 15, 2023, the majority and minority leaders again engaged in a "Joint Leadership Letter and Colloquy," setting out agreed division for the 118th Congress. The agreement continued the division of funds based on party ratio, "including an additional ten percent (10%) from the majority and minority salary baseline to be allocated to the chair for administrative expenses."12

In addition, the agreement stated that special reserves would "only be considered when submitted by a committee chairman and ranking member for unanticipated, nonrecurring needs. Such requests shall be granted only upon the approval of the chair and ranking member of the Committee on Rules and Administration."13

Committee staff may also be supplemented by consultants and staff detailed to committees from federal agencies, subject to such regulations as the Committee on Rules and Administration may impose.15

Funding Authorization Levels Since the 106th Congress

Table 1 through Table 14 provide the requested and the authorized funding level for committees for the 106th through 119th Congress, in reverse chronological order. Additionally, all tables show any difference between the total requested and the total authorized funding level.
