The rules of the House of Representatives (House Rule X) establish its standing committees as permanent legislative panels. Pursuant to this legislative authority, standing committees consider bills and resolutions and recommend measures for consideration by the full chamber. The standing committee chair is the leader of the committee majority and the ranking member represents the minority.
This report lists House standing committees' chairs and ranking members from the 104th Congress (1995-1996) to the 118th Congress (2023-2024). These House committees include Agriculture; Appropriations; Armed Services; Budget; Education and Workforce; Energy and Commerce; Ethics; Financial Services; Foreign Affairs; Homeland Security; House Administration; Judiciary; Natural Resources; Oversight and Accountability Rules; Science, Space, and Technology; Small Business; Transportation and Infrastructure; Veterans' Affairs; Ways and Means; and Permanent Select Committee on Intelligence.
