House Standing Committee Chairs and Ranking

Members: 104th-117th Congresses

The rules of the House of Representatives (House Rule X) establish its standing committees as permanent legislative panels. Pursuant to this legislative authority, standing committees consider bills and resolutions and recommend measures for consideration by the full chamber. The standing committee chair is the leader of the committee majority and the ranking member represents the minority.

This report lists House standing committees’ chairs and ranking members from the 104th Congress (1995-1996) to the 117th Congress (2021-2022). These House committees include Agriculture; Appropriations; Armed Services; Budget; Education and Labor; Energy and Commerce; Ethics; Financial Services; Foreign Affairs; Homeland Security; House Administration; Judiciary; Natural Resources; Oversight and Reform; Rules; Science, Space, and Technology; Small Business; Transportation and Infrastructure; Veterans’ Affairs; Ways and Means; and Permanent Select Committee on Intelligence.

This report also includes an appendix listing relevant House resolutions assigning chairs and ranking members to committees, and it notes committee leadership changes that occurred within a Congress.

his report lists House standing committees’ chairs and ranking members from the 104th Congress (1995-1996) to the 117th Congress (2021-2022). The report used several sources to identify the House standing committees’ chairs and ranking members. Sources include

• Committees in the U.S. Congress, 1993-2001, by Garrison Nelson and Charles Stewart III;

• Congressional Directory 112th-116th Congresses (2011-2020);

When changes to committee leadership positions occurred within a Congress, the Member in the position at the end of the Congress appears in the table with a note explaining each occurrence.
