Informal Congressional Groups and Member
Organizations: 109th Congress, 2nd Session
Summary
Informal congressional groups and Member organizations are voluntary
associations of Members of Congress that operate without direct recognition in
chamber rules or line item appropriations (unlike formal leadership and party
groups). These informal groups and organizations are often collectively referred to
as congressional caucuses. Some groups have chosen names containing words such
as coalition, ad hoc committee, task force, working group, or study group.
Approximately 417 informal groups and congressional Member organizations
were operating during the second session of the 109th Congress. Of those groups, 282
were registered with the Committee on House Administration as congressional
Member organizations (CMOs) as of the last update to the 109th Congress
Congressional Member Organizations (CMOs) Website dated May 5, 2005, available
at [http://cha.house.gov/oversight/109cmo.htm]. In the House of Representatives,
the term congressional Member organization refers to House and bicameral informal
groups that meet registration requirements set forth in regulations adopted by the
Committee on House Administration. Registration with the Committee is required
in order for an informal group of House Members to be recognized as a CMO. The
Senate has no comparable registration requirement or recognition for its informal
groups.
This report lists the following data for each group: leaders (e.g., officers or
coordinators), approximate number of members (when readily available from sources
consulted), and year organized (when readily available from sources consulted).

Informal Congressional Groups and Member
Organizations: 109th Congress, 2nd Session
Introduction
Approximately 417 informal congressional groups and Member organizations
operated in the 109th Congress.1 Over the years, these unofficial Member
organizations have also been known as caucuses, coalitions, or ad hoc task forces.2
Of the known House, Senate, and bicameral groups identified, 282 House and
bicameral groups were registered as congressional Member organizations, as of May
2005.3 According to the Committee on House Administration, the term
congressional Member organization (CMO) refers solely to those House and
bicameral informal groups that have registered with the committee. This list was
prepared by consulting the list of registered CMOs and by making telephone calls to
each CMO listed to obtain figures and dates. This list of CMOs is more

to know exactly how many groups actually exist. Sometimes founding members formally
announce a group’s establishment in a press release, in an interview for a news article, in
a newsletter, or in the Congressional Record. A group may function for some time,
however, before its existence is known to those outside its own membership. By the same
token, the abolition of a group may not be announced or readily determined.
2 Prior to the 104th Congress (1995-1997), the terms congressional Member organizations
(CMOs), informal groups, and congressional caucuses were virtually synonymous, referring
to all informal groups. Currently, however, in the House of Representatives, “congressional
Member organization” refers solely to an informal group that registers with the Committee
on House Administration and that meets the reporting requirements set forth in the
committee’s regulations.
From 1979 through 1994 (96th through 103rd Congresses), informal groups could gain
recognition as legislative service organizations (LSOs), with special administrative
arrangements accorded groups on that basis. On Jan. 4, 1995, the House adopted rules that
included a prohibition of the establishment or continuation of LSOs as defined and
authorized in the 103rd Congress (1993-1994) (“Rules of the House, H.Res. 6, Abolition of
Legislative Service Organizations,” Congressional Record, vol. 141, Jan. 4, 1995, p. 469).
Former LSOs were allowed to convert their operations into informal groups, and they could
choose to become CMOs by registering with the Committee on House Oversight (now
named Committee on House Administration).

comprehensive than that prepared by the Committee on House Administration. At
least 135 informal groups are not registered as CMOs. Thirty-nine of that number are
Senate entities; the Senate Committee on Rules and Administration has no
comparable recognition or registration requirement for Senate informal groups.
Registration with the Committee on House Administration is not necessary, but the
House leadership recommends it.
Therefore, data for this compilation were obtained from several sources: directly
from the staffs of the various groups; materials supplied by the groups; the
C o m m i t t e e o n H o u s e A d m i n i s t r a t i o n ’ s w e b s i t e a t
[http://cha.house.gov/oversight/109cmo.htm]; and Leadership Directories, Inc.’s
Congressional Yellow Book, Spring 2006. Note that in the following tables, informal
groups registered as congressional Member organizations with the Committee on
House Administration, as of May 2005, 109th Congress, 1st session, are identified by
a “Y” in the column with the heading “CMO.”
The Committee on House Administration has promulgated the requirements for
registration as a CMO, and other provisions related to CMO funding, resources, and
communications, in regulations set forth in the Members’ Congressional Handbook.4
Under the regulations, CMOs must register with the Committee on House
Administration each Congress and provide the group’s name, statement of purpose,
officers, and employee(s) designated to work on issues related to the CMO. Further,
the regulations stipulate that CMOs:
! have no separate corporate or legal identity;
! are not employing authorities;
! may not be assigned separate office space;
! may not use the frank (nor may a Member lend his or her frank to
CMOs);
! may not have independent Web pages (but Members may use part of
their official website for CMO issues);
! may not accept goods, funds, or services from private organizations
or individuals to support the CMOs;
! may not use official funds to print or pay for CMO stationery; and
! may not be directly supported (as independent entities) from the
Members’ representational allowance (MRA).5

How to Use This Compilation
This compilation of congressional Member organizations comprises three tables
of information about the following currently active groups: (1) House informal
groups; (2) bicameral informal groups; and (3) Senate informal groups. The tables
of Member organizations present the following information for each group:
! name;
! leader(s) (e.g., chair, president, coordinator, sponsor, etc., as
appropriate);
! approximate number of members (if available); and
! year organized (if available at the time).
Several groups have more than one leader. In some instances, the tables list the
leadership and sponsors through whose offices the group’s business is coordinated.
The organizations in each house are listed alphabetically. A keyword arrangement
was used for listing the groups in the tables and index to assist the reader in
identifying organizations by subject matter and recognizing similar or parallel groups
in the two houses of Congress. Therefore, groups have been listed so that certain first
words in a group’s name (e.g., congressional, House, Senate, ad hoc committee,
bipartisan, and bicameral) are preceded by the rest of the group’s name and a comma.
For example, the House Army Caucus is listed as, “Army Caucus, House.”
Similarly, the Congressional Caucus for Women’s Issues is listed as, “Women’s
Issues, Congressional Caucus for.”
The abbreviation NA (not available) has been used to indicate instances when
information was not readily available (e.g., data could not be determined from
electronic or printed sources consulted, data could not be confirmed by group staff
at this time, the group is relatively new and information is not available at this time,
or the informal nature of the group is such that the group does not have the data).
Explanatory notes and a key to abbreviations and symbols appear at the end of each
table.
