Highlights of the President’s FY2006 Request

The President’s FY2006 budget includes $7.52 billion for the Environmental
Protection Agency (EPA), $506 million less than the $8.03 billion that Congress
appropriated for FY2005.1 The largest single decrease in funding would be for grants to
states for wastewater infrastructure. Although funding for other activities would decline
as well, support for certain purposes would rise, such as cleanup of hazardous waste sites
under the Superfund program, cleanup and redevelopment of brownfields, and several
grant programs that support scientific research on human health effects. However, small
increases may actually reflect a decrease when adjusted for inflation.
Within the State and Tribal Assistance Grants account, the request includes $730
million for grants to states for clean water state revolving funds (SRFs), $361 million less
than the $1.09 billion FY2005 appropriation. These funds provide loans to communities
for wastewater infrastructure, such as sewage treatment plants. The President’s budget
also would provide $850 million for grants to states for the drinking water SRFs, $7
million more than the FY2005 appropriation of $843 million. These latter funds provide
loans to communities for projects needed to meet drinking water standards. The request
does not include any funding for water infrastructure grants targeted to specific
communities, for which Congress earmarked $308 million for FY2005.
The President’s FY2006 budget includes $1.24 billion (after transfers to other EPA
accounts) for the Superfund program, $32 million more than the FY2005 appropriation
of $1.20 billion. The request also includes a $46 million increase for brownfields, with
funding rising from $164 million in FY2005 to $210 million in FY2006. The request
includes $791 million (after transfers from the Superfund account) for the Science and
Technology account that funds EPA research laboratories and grants for scientific
research, $11 million more than the FY2005 appropriation of $780 million. A large
portion of this increase is for homeland security activities funded from this account. The
