FY2003 and FY2004 State Allocations for Selected
Homeland Security Assistance Programs
Summary
The Department of Homeland Security (DHS) and the Department of Health and
Human Services (HHS) provide assistance programs to state and local first
responders and public health officials to prepare for, respond to, and recover from
terrorist attacks, including weapons of mass destruction (WMD) incidents. Most of
the programs provide assistance funding to states, which in turn allocate funding to
localities. Some programs, however, provide assistance directly to localities.
Programs of this type include the Assistance to Firefighters Program (FIRE) and the
Urban Area Security Initiative (UASI), both administered by the Office for Domestic
Preparedness (ODP).
These two federal departments (DHS and HHS) have allocated roughly $8.2
billion to states and localities in FY2003 and FY2004 for homeland security
assistance. Since the terrorist attacks of September 11, 2001, Congress has shown
great interest in these assistance programs’ allocations to states and localities. This
report shows the state allocations for DHS and HHS homeland security assistance
programs, as reported by their department documents or press releases. Additionally,
this report shows per capita amounts for each program, as calculated by CRS, using
2002 census estimates.
This report will be updated as congressional or departmental actions warrant.

State Allocations for Selected
Homeland Security Assistance Programs
The Department of Homeland Security (DHS) and the Department of Health and
Human Services (HHS) provide grants to first responders (including firefighters, law
enforcement personnel, emergency managers, and emergency medical services
personnel) and public health officials to assist state and local entities in preparing for,
responding to, and recovering from terrorist attacks.1 Within DHS, the Office for
Domestic Preparedness (ODP) and the Federal Emergency Management Agency
(FEMA) administer assistance programs for first responders. FEMA administers the
Emergency Management Performance Grants (EMPG), and ODP administers the
following:
! State Homeland Security Grant Program (SHSGP);
! Urban Area Security Initiative (UASI);
! Law Enforcement Terrorism Prevention Program (LETPP);2
! Assistance to Firefighters Program (FIRE);
! Citizen Corps Grant Programs (CCP); and
! Critical Infrastructure Protection (CIP).3
Two HHS agencies, Centers for Disease Control and Prevention (CDC) and the
Health Resources and Services Administration (HRSA), administer bioterrorism
assistance programs. CDC administers an assistance program for public health
bioterrorism preparedness, and HRSA administers an assistance program for hospital
bioterrorism preparedness.
This report provides the following five tables:
! FY2003 state allocations for ODP homeland security assistance
programs.
! FY2004 state allocations for ODP homeland security assistance
programs.
! FY2003 and FY2004 state allocations for FEMA’s EMPG program.
! FY2003 state allocations for HHS bioterrorism programs.
! FY2003 and FY2004 total state allocations for selected homeland
security assistance programs.

Interpreting the Information in the Tables. The data in this report are
meant to be illustrative only. There are a number of limitations that readers should
consider as they review the data.
! Figures are calculated using present grant formulas or distribution
methods. The figures in all the tables are either provided by the
administrating agency’s documents or calculated by CRS using the
program’s specific funding formula. Per capita figures are calculated
by CRS using 2002 census estimates.
! Amounts do not represent what has been distributed, but what has
been allocated. The state allocation amounts do not reflect what has
been distributed to the states or territories, but what DHS or HHS
has allocated to them. Some of the grant programs provide funding
to states through reimbursement, such as ODP homeland security
grant programs.
! Grant allocations to specific cities were combined with state
allocations. All of ODP’s UASI funds and some of HHS’s
bioterrorism grant funds were allocated to specific cities. These
tables, however, reflect the city’s allocation combined with the
state’s allocation from these programs. Specifically, the National
Capital Region’s UASI allocation was divided equally among the
District of Columbia, Maryland, and Virginia populations.4
