Summary

The NATO allies discussed such issues as Iraq, Afghanistan, and the Balkans at their summit in June 2004. Improved capabilities were a theme touching on a range of issues. The summit occurred at a moment when there is discontent in the alliance over the Bush Administration's handling of Iraq. This report may be updated.
